Can this dog be trained not to eat everything he sees?

I have a pom who does the same thing. Anything she finds is fair game. Every toy she has ever gotton she ate the tags off. She loves to get the stuffing out of toys, pillows etc. and eat it. She is now almost 3 and not quite so bad, but I try to keep things out of her reach.
