How do I keep my hair sorta layered looking?

I have medium hair that looks like those dudes from the band the click five(the older album cover). I was wondering if there was a way I could get my hair to look layered somewhat and dry(like when you dry your hair after going swinming). I hate my natural hairstyle, because it looks shiny and puffy. Is there a way I can get my hair to look layered and dry and keep it's shape(sorta like zac efron except not shiny, and a little more dry)? Thanks
